FCC LED authorization

For FCC, LEDs lights (bulbs, tubes, lamps) using internal converters with a switching rate over 9kHz shall be tested for part 15B and authorized by the Verification procedure (only verification testing). As such, it is not allowed to print or use the FCC logo, and not appropriate to issue a DoC, neither possible to apply for Certification. Some consider LED as RF lighting, however part 18 devices are devices using RF energy to emit gaz, and this is not the case with LED lights. For more information, contact Teleconformity.

Russia Energy Efficiency Update
Russia, since 2009, Russia already has Energy rate labeling requirements for certain household devices, resulting from decree N1222. Now, from 2012-01-01, new products have been added to list of devices under this regulation, such as monitors, printer and or copiers.

Many countries adopt requirements in Europe, California, South Korea, Australia, which all set similar limits. Ukraine Update
Ukraine, as of 2012, Ukraine introduces Declaration of Conformity for Electrical Safety for most products, replacing mandatory safety certification for most products. Safety certification though may ease the process of import registration. Energy efficiency requirements and RoHS requirements under preparation, and may become mandatory soon.

Mexico Energy regulation in force
Mexico, as of 2011-09-01, the new "yellow" energy labeling regulation by CONUEE and PROFECO will be mandatory, informing the end-users about the kWh consumption of the product. After testing, registration for each model has be concluded. High penalties will be applied when failing with the new requirement as of the date mentioned. The new regulation does apply to the main product only, not to AD/DC power adapters, unless sold separately. Find attached the list of regulated products.

e-Standby for Servers
South Korea, as of 2011-06-01, computer servers will have to comply with the e-Standby energy requirements. The power consumption in standby mode for Single processor equipment (general use) shall not exceed 55W. Europe eco-design update
Europe, besides the existing commission Directive 2002/31/EC for household aircos, a new draft regulation EEC/362 is proposed for implementation under the 2009/125/EC framework directive (former 2005/32/EC), setting the minimum energy performance, maximum sound power level and information requirements for air conditioners and comfort fans.

Europe Eco-design updates
Update on Europe's Eco-design and Energy using product regulations:
• Commission Regulation 1062/2010 supplements Directive 2010/30/EU with regard to energy labeling of televisions. It establishes labeling requirements and provisions of supplementary product information for televisions. This Regulation enters into force on the 20th day following its publication in the OJ. It will apply from 2011/11/30, however Article 3(1)(d/e)&4(b/c/d) will apply from 2012/03/30e.
• Commission Regulation 1016/2010 (2010/10/10) implements Directive 2009/125/EC with regard to ecodesign requirements for household dishwashers.
• Commission Regulation 1015/2010 (2010/10/10) implements Directive 2009/125/EC with regard to ecodesign requirements for household washing machines.

US amends Household Equipment Testing
In order to implement recent amendments to the Energy Policy and Conservation Act of 1975 (EPCA), the U.S. Department of Energy (DOE) proposes to amend its test procedures for residential dishwashers, dehumidifiers, and conventional cooking products (which include cooktops, ovens, and ranges) to provide for measurement of standby mode and off mode energy use by these products.

Energy Star introduces third party certification for the ENGERY STAR program. All existing manufacturer/private labeler partners must recommit in order to continue their partnership with EPA to manufacture/label products legible for ENERGY STAR qualification. The deadline for recommitting is 2010/11/30 to avoid partnership interruption. The new Program requirements will be active as of 2011/01/01. Find the revised specifications and the 2010/10/26 memo to the stakeholders, and you can recommit to the program via your "My ENERGY STAR Account" before the end of November!

GSMA universal power plugs
GSMA, in february 2009, 17 mobile phone manufacturers took the initiative to move towards marketing power adapters and phones with universal power plug connectors in order to avoid unnecessary waist. In addition, energy efficiency shall meet EU directive 278/2009. The suggested connector is mirco USB standard A for the adapter and USB micro B for the mobile phone. 10 manufacturers covering 90% of the market, signed an agreement with the European Commission that early 2012, the majority of their new mobile devices shall be equipped and supplied with the universal connector. The European Commission also took the initiative for standardization.
