Note that R&TTE can only be used for compliance until mid June 2017, then it is over and only RED can be used for products that are shipping or selling.

Europe, the upcoming RED directive 2014/53/EU will replace the R&TTE directive 1999/5/EC. There will be a transition period from June 13, 2016 to June 13, 2017 where manufacturers can use both directives. The relevant changes are that this directive will be based on the NLF and is for Radio products only, includes broadcast receivers that are currently under the EMC directive, it abolishes terminal equipment and Class 2 alert labeling, wheras it requires univeral AC/DC power adapters. Because of this changes, also the related Compliance Association R&TTECA was transformed into REDCA.

Europe, according the R&TTE directive, end users may be instructed how to select the regulatory domain correctly, but the device shall never be able to send on frequencies not harmonized or allowed in certain memberstates. This is completely different in the US, where an end user shall never be able to bring the device out of compliance, by choosing accidentially the wrong settings.

In general, we strongly advise you to check if any Energy Efficiency regulation exists in the markets you sell your equipment. Energy regulations are constantly on the move and updated. Many countries adopt requirements in Europe, California, South Korea, Australia, which all set similar limits. South Korea, as of 2011-07-01, EMI "RS" testing according standard KN301-489 has to be performed up to 2.7GHz (was before up to 1GHz), in line with the European EN301489 standard for Radio devices. EMC "RE" testing above 1 GHz will also be implemented as of 2012-01-01.

According 3GPP, 3GPP RAN has made significant progress on the work on 3500MHz spectrum range for LTE and UMTS/UTRA. At the recent RAN Plenary meeting (RAN#51, March 2011) the major work item was 80% complete and is expected to be finalised by June 2011, after coordination with the European Radio Office 'IMT Matters' Project Team (ECC PT1) on alignment with their plan for band arrangements. User equipment testing work items in 3GPP should be completed by September 2011.

Europe, the UK's telecoms regulator, Ofcom is proposing to allow the mobile networks to buy and sell their radio spectrum, creating a market place in the industry for the first time. Under the proposals, which cover spectrum at 900 MHz, 1800 MHz and 2100 MHz, operators with a greater need for spectrum will be able to make offers for spectrum from those who need it less. Ofcom said that it is hoped that this added flexibility will help operators to respond more quickly to demand.

Update on Europe's Eco-design and Energy using product regulations:
• Commission Regulation 1062/2010 supplements Directive 2010/30/EU with regard to energy labeling of televisions. It establishes labeling requirements and provisions of supplementary product information for televisions. This Regulation enters into force on the 20th day following its publication in the OJ. It will apply from 2011/11/30, however Article 3(1)(d/e)&4(b/c/d) will apply from 2012/03/30e.
• Commission Regulation 1016/2010 (2010/10/10) implements Directive 2009/125/EC with regard to ecodesign requirements for household dishwashers.
• Commission Regulation 1015/2010 (2010/10/10) implements Directive 2009/125/EC with regard to ecodesign requirements for household washing machines.

European update on aftermarket Automotive Components: Electronic Sub Assemblies (ESA) that not affect the vehicle safety functionality, do not require (any longer) Annex IIIC Type Approval from a Technical Service. Amendment 2009/19/EC (2009/03/11) to directive 72/245/EEC (including previous Amendment 2004/104/EC and 2005/83/EC ), has abolished this requirement. Therefore 72/245/EC (e-mark) and ECE-R10 Rev. 3 (E-mark) now have the same approach for ESA. ECE-R10 Rev. 3 still requires to issue a manufacturer's DoC, whereas 72/245/EC requires compliancy with the EMC or R&TTE directive. For quality and commercial reasons, the e/E marking route can still be followed. (Unofficial consolidated version of 72/245/EC including amendments and corrections up to 2006/96/EC).

Wireless analog (and some digital) microphones in Europe can be marketed using the RF standards EN301357-1 & -2 or EN300422-1 & -2 i.c.w. EMC standard EN301489-1 & -9 and Safety standard EN60065/EN60950-1. Frequency bands opening opportunities are 29.7-47MHz (see ERC 70-03 annex 10a: 10mW), 174-216MHz (10d: 50mW), 470-862 (10e: 50mW), 863-865MHz (10c: 10mW), 1785-1800MHz (10f/g: 20 or 50mW). At present, the 863-865MHz band is generally available throughout the EU. Other frequencies however cannot be used, certainly not in all countries, due to the ongoing process of reassigning the TV bands. All bands require a personal end-user use-license, except 10a/c/g. 10a is also a band for Military use.
In addition to the standards mentioned, we refer to ETSI Technical Specification TS 102 192-1 &-2 for more generic background information of microphones in the 25MHz-3GHz range. For more specific information on professional microphones (PWMS) we advise to read ETSI Technical Report TR 102 546 V1.1.1.
We remark that for digital wireless microphones in the 1785-1800MHz band, the older ETSI standards EN 301 840-1 &-2 exists but these appear not to be used in favor of EN 300 422-1 &-2.

The European Union (EU) published in its Official Journal a European Commission decision amending the Restriction of Hazardous Substances (RoHS) for applications containing lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls or polybrominated diphenyl ethers in electric and electronic equipment. The new directive 2010/571/EU1 adapts RoHS exemptions to scientific and technical progress as an Annex to Article 4(1) of Directive 2002/95/EC (RoHS). Corrections in the related Annex .

European RF exposure (EMF/SAR/MPE) is a matter of Human Health (& Safety), basically refering to the LVD EMF (EM fields) related ERC recommendation 1999/519/EC in conjucntion with the R&TTE directive 99/5/EC.
The current harmonised Standards (HS) are: EN50360 (Mobile phones, for head only, refering to EN50361 for SAR measurements), EN50371 (generic standard for LPD less than 20mW), EN50357 (RFID), EN50364 (EAS/RFID devices), EN50385 (Fixed equipment and Base stations), EN50401 (Telco networks), EN62311 (current generic standard) and EN62479 (following up EN50371).
Non harmonised Standards are EN50383 (Base stations), EN50392 (generic standard), EN62209-1 for SAR when EUT held to ear (replacement for EN50361), EN62209-2 for SAR when EUT held to body.
Minimum H&S criteria regarding exposure of EM Fields to workers is described in directive 2004/40/EC and amendment 2007/30/EC .

Europe, ETSI EN300440-2 V1.4.1 (August 2010) Electromagnetic compatibility and Radio spectrum Matters (ERM); Short range devices (SRD); Radio equipment to be used in the 1 GHz to 40 GHz frequency range; Part 2: Harmonised EN covering the essential requirements of article 3.2 of the R&TTE Directive.
V1.4.1 is not a harmonised standard, yet. At present, EN300440-2 V1.2.1 is listed as harmonised standard until 2010/12/31. EN300440-2 V1.3.1 however is the latest harmonised version and is the standard advised to use now, since it remains valid in 2011 (until further notice from the Commission).

Europe, overview of revised DECT standards in 2010: EN301406V2.1.1 aligns the radio testing standard to the features of New Generation DECT systems. It extends radiated spurious emission testing in 4-12.75GHz while conducted spurious emission testing is only required for devices with antenna connectors. EN301489-6V1.3.1 contains additions and changes in order to cover the changes coming from the revisions of the DECT standards. It specifes changes for audio break through and bit error measurements.

GSMA, in february 2009, 17 mobile phone manufacturers took the initiative to move towards marketing power adapters and phones with universal power plug connectors in order to avoid unnecessary waist. In addition, energy efficiency shall meet EU directive 278/2009. The suggested connector is mirco USB standard A for the adapter and USB micro B for the mobile phone. 10 manufacturers covering 90% of the market, signed an agreement with the European Commission that early 2012, the majority of their new mobile devices shall be equipped and supplied with the universal connector. The European Commission also took the initiative for standardization.
